FUNCTION - To plan and project manpower requirements, the organisational structure by positions and the updating of service scheme.
- To plan and manage the recruitment and placement of staffs.
- To manage all aspects in relation to service, placement, allowance, salary and facilities in the service as well as career development matters.
- To plan and conduct in-service courses/training, compulsory courses, service/departmental examinations as well efficiency level assessments.
- To manage disciplinary matters, declaration of assets and Annual Performance Appraisal.
- To act as Secretariat to the Salary Movement Panel, Departmental Joint Council, Integrity Committee, Ministerial Training Committee, Examination Board, Task Force to Reduce Bureaucratic Red Tape and the Human Resources Development Panel.
CLIENT CHARTER - To submit to the Central Agency applications for structuring/positions within one (1) week from receipt of completed applications.
- To obtain decisions on the recruitment of short-term service staffs from the Secretary-General within three (3) days after receipt of completed applications.
- To issue appointment letters for the filling of vacant positions under the authority of the Secretary-General within three (3) days from the date of the advertisements.
- To obtain decisions on temporary assignment applications from the top management within one (1) week after receipt of completed applications.
- To submit statement of changes forms (kew. 8) pertaining to changes in incomes to the Finance branch and the Management Division for the co-ordination of payments within one (1) week after receipt of completed documents
- To submit integrity vetting applications to the Anti-Corruption Body for consideration/approval within one (1) week after receipt of completed forms.
- To submit applications relating to confirmation of appointments, confirmation of service and conferment of pensionable status to the relevant authorities for consideration/approval within one (1) week after receipt of completed documents.
- To submit the annual performance appraisal reports to the relevant authority within two (2) weeks from the date of receipt.
- To distribute announcement circulars on courses organised by the government/private sector within three (3) days after receipt of circulars.
- To issue offer letters to course participants within two (2) days after receipt of information/promotion from organisers.
- To inform participants about courses organised by the Tourism Ministry at least four (4) days before the courses.
